Industrial certifications for Russia
EAC Certification
What is it?: The EAC Certificate proves that your product is compliant with the industry- and product-specific Technical Regulations and standards of the Eurasian Economic Union and is safe to operate in the territory of the EAC
Which Equipment?: Pressure equipment, machinery, low- or high-voltage equipment, pipe and pipe parts, plastics, heating equipment, electrical equipment, mining and conveyor equipment, railway equipment, devices burning gaseous or liquid fuel, bearings, glass products, medical products & equipment, sports equipment, etc.
Validity: Depending on your need and equipment, 3 years, 5 years or one-time export
Process highlights: Depending on the product characteristics, the certification process implies collection of the manufacturer’s company/factory information, testing the product and an inspection visit to an equipment production or operation facility. EAC certification can be done per piece for one-time export or for a serial production of a product with the maximum of 5 years for a workshop.
Required documentation: Technical datasheet with product characteristics / manufacturer’s extract from chamber of commerce / product MDR/ operating and maintenance manuals/ technical drawings / existing European or other production and QS certificates. In any specific case the scope of the required documentation, inspection visit details and duration of the certificate preparation are determined subject to the product type and the version/validity of the EAC certificate.
Time to obtain: Between 3 weeks and 2 months (depending on the product).ATEX Certification
What is it?: Certification that your product meets the safety requirements for explosion-proof equipment
Which equipment?: All explosion-proof equipment, including Ех-products forming a part of other equipment and installations; electrical equipment, equipment for mines & ore processing, equipment for areas exposed to gas, equipment for areas subject to explosion hazard.
Validity: Up to 5 years for serial production, or one-lot export
Process highlights: An audit of the production location is necessary, as well as special tests of product samples. If the product or equipment has obtained an explosion-proof certificate in the USA or EU, (FM or ATEX certificate respectively), it will simplify the certification process for EAC Explosion proof Certificate TR CU 012/2011, since the methods and rules of certification of such sensitive equipment are similar. Nevertheless, the FM or ATEX certificate alone is not sufficient to export the goods to the territory of Russia and Customs Union countries – you have to go through the EAC certification in any case.
Required documentation: Technical datasheet with product characteristics, technical description / manufacturer extract/ product passport / operating instructions / technical drawings / ignition hazard assessment / existing European or other certificates

EAC Declaration
What is it?: Declaration is essential to export the products, which are not subject to the mandatory EAC Certification, in the Eurasian Economic Union and prove that the delivered goods comply with the technical regulations and safety standards of Russia / the Customs Union.
Which equipment?: Safety-relevant industrial goods, which do not require a full EAC certification, such as motor fuels, industrial textiles, machinery for the food industry, etc. Please check with us if your product needs a Certificate or can be delivered under the EAC Declaration only.
Validity: Depending on your product type and your export plans, Declaration can be issued for longer term covering your repeated deliveries or for one-lot export.
Required documentation: Technical datasheet with product characteristics, technical description, operating and maintenance manuals/ technical drawings.
Time to obtain: From 1 week, depending on availability of the required documentation.
Fire Safety Certification
What is it?: The Fire-safety Certificate proves compliance of the specific products with the technical Regulations of the Eurasian Economic Union for fire protection and proves the safety of your equipment to be operated in fire-prone environments.
Validity: Depending on your need and equipment, 3 years, 5 years or one-time export
Which equipment?: Fire-fighting equipment (extinguishers, fire hoses, etc.), insulation materials, gas heating systems, electric cables, construction materials, etc.
Process highlights: The process of the certificate issuance involves the laboratory tests of the product according to safety protocol and in some cases an inspection visit to an equipment production or operation facility.
Required documentation: Product description / test reports / operating and maintenance instructions / existing European or other production and QS certificates/ manufacturer’s information. In any specific case the scope of the required documentation, inspection visit details and duration of the certificate preparation are determined subject to the product type and the version/validity of the EAC certificate.certificates

Pattern Approval Certificate for measuring instruments / Metrological Certificate
What is it?: The metrological approval certificate is also known as metrology pattern approval certificate (PAC). PAC confirms that the certified measuring instruments meet the minimum requirements of the technical regulation in Russia. The measurement devices are correct, as secured by the Russian state according to specific measuring checks. After successfully passing the tests, it is registered in the state register as a measuring instrument approved within the EAC territory.
Validity: Depending on your need and equipment, up to 5 years or one-time export
Which equipment?: All technical measuring equipment used in state-controlled industries, like health care, oil & gas, power plants, chemical plants, etc.
Process highlights: The process of the certificate issuance involves the laboratory tests of the product according to safety protocol and in some cases an inspection visit to an equipment production or operation facility.
Required documentation: Product description / test reports or sample devices for testing / operating and maintenance instructions / existing European or other production and QS certificates/ manufacturer’s information.

GOST R Certification
What is it?: GOST R compliance certificate is an official document which proves conformity of your product to the certain quality standards and regulations. Since the purpose of GOST R certificate is to protect health and environment, this is in fact a Quality certificate. Issuance of the GOST R compliance certificate is implemented according to the law of the Russian Federation by the notified bodies accredited in the GOST R system. When issued, the certificate is valid within the whole territory of the Russian Federation. the form of the Certificate is defined by the order of the RF Ministry of Industry and Trade No.3358 dated 22.09.2016.
Which equipment?: GOST R compliance certificates are issued for the products which fall within the range of the official list of products subject to mandatory certification, as approved by the RF Government on 01.12.2009 (Resolution No. 982). Please check with us, if your product is on this list and needs a GOST R certificate.
Validity: Depending on your need and equipment, a GOST R certificate can be issued for for one-lot export or serial production, up to 5 years.
Process highlights: the mandatory requirements to the products subject to GOST R certification are stipulated by the Federal Agency for Technique Regulation and Metrology. The process of certification is implemented by one of the several specifically developed procedure, each of them being applicable in specific cases. The notified body will evaluate which procedure will be implemented for the requested product and the required tests to be performed.
Required documentation: Production facility assessment report, test reports, hygienic certificate, veterinary certificate, fire safety certificate, etc.; other available certifications of the producer, QMS certificate and other documents proving the product compliance to the active requirements.

Please note that due to the reform of the Russian certification regulations and implementation of the new Technical Regulations for the Eurasian Custom Union, Gost R certifications have in most of the cases been substituted by the EAC certifications. Please check the required document for your product and delivery type before applying for the certificate.
Re-certifications & Periodic Inspections
Keep-alive inspections: To keep your certifications valid for 5 years, it might be needed to invite inspectors for an in-between visit to your production location. They need to send a report to the Russian authorities to keep the certificate valid.
